Home Energy Assistance Program
There are 3 types of home energy assistance
programs.
1. E-HEAP: otherwise
known as Emergency Heap
The Emergency Program
provides assistance once per heating season to eligible
households that are disconnected, threatened with disconnection,
or have less than a ten day supply of bulk fuel. Emergency HEAP
can also help pay for heating system repairs in certain cases.
Applications for
Emergency HEAP will be accepted November 1 through March 31.
2. Regular HEAP:
The Regular HEAP
Program is designed to help eligible low-income Ohioans meet the
high costs of home heating. HEAP provides a one-time payment for
PUCO regulated utility customers for the winter heating season.
Vouchers are issued to non-regulated utility customers,
master-metered and other applicants who do not have a utility
bill in their name.
Applications for
Regular HEAP program will be accepted August 1through May 31.

Summer Crisis Program
The Summer Crisis
Program is designed to help qualified households pay for summer
cooling. This program applies to electric utilities and air
conditioning units.
What are
the benefits of the Summer Crisis Program?
 | One-time payment assistance of up
to $175. |
 | You do not have to be enrolled in
PIPP to be eligible for the Summer Crisis Program.

 | You do not need a disconnection
notice to be eligible for the program. |
Applications for
Summer Crisis Program will be accepted July 1 through Aug. 31.

History
HEAP was started by the Ohio Department
of Development Office of Community Services. HEAP was started
in 1980 to assist low-income families meet their home energy
needs in Fayette County. Currently, in all Ohio counties,
excluding Geauga County, Community
Action Agencies administer these funds.

Households with more than 8
members should add $1,575 per member to the quarterly income.
Households may qualify for benefits using the 12 month income
test, if the past 3 months income is above the maximum.

Those households serviced by a PUCO-regulated utility must sign
up for the Percentage of Income Payment Plan (PIPP) in order to
receive emergency benefits. Bulk fuel users must certify in
writing that they have less then a ten-day supply of bulk fuel
in order to be eligible.

Exceptions to the Guidelines:
Families who live in
federally-subsidized housing where the heat is included in the
rent are not eligible for HEAP.

You must meet the income
guidelines of 175% of federal poverty level based upon the
number of members in your household. (See
above)
a. ELECTRIC BILL- Have a member that is
60 years of age or older OR have a member that has a medical
necessity documented by a physician.
b. AIR CONDITIONER – Provide
documentation of medical necessity from a physician and you must
not have received an air conditioner in through this program in
the past three years.
